Hot spots too bright
Flash flare and hot spots can cause problems. Here's one way to solve the problem...
Chedva Abrahamson from New York, USA, using Photoshop CS with Windows XP, writes in with:

Without seeing the photo we can only suggest the following:
* Choose Select > Select by Color
In the select-by-color dialog use the pull-down and set "Highlights"
Set the fuzziness slider very low -- 4 or 8
This should select only the brightest of the bright spots.
* Choose Layers > New Adjustment Layer > Brightness/Contrast
Back off the sliders and see if the image is improved.
A second method would be to use the Magic Wand (W) with a very low tolerance setting to select the bright spots. You may need to use Select > Similar to "grow" the selections.
(Works in ALL versions of Photoshop and Photoshop Elements)

Hello PJ Staley,
About your question on "Select by Color". Go to the Select Menu and you should have an option there called "Colour Range", that's it.

I have Photoshop CS, and the only options under the "Select" menu are All, Deselect, Reselect, Inverse, Color Range, Feather, Modify, Grow, Similar, Transform Selection, Load Selection and Save Selection. There is no option to "select by color". Please advise.
