When asked to select several layers at the same time, here's what you do

In both Photoshop and Photoshop Elements you can "Group" or "Link" layers which ties them together.
With the current layer active, click in the column to the right of the "Eye" column to see a tiny chain link icon appear. This indicates the layers are linked. You can run transform operations now and it affects all the linked layers.
Clicking the chain link turns it off and unlinks the layers.
You can also create Layer Sets to keep them together. (CS)
* Link the desired layers as described above.
* From the Layers menu select New Layer Set from Linked
Your layers will now move into a layers "folder"
You can toggle that folder closed to hide the layers and shorten the layers palette.
