I tray this and it work
If you have larger trouble, hold down Alt, Ctrl, and Shift keys (Mac: Command, Option, Shift) while starting up Photoshop. A dialog box will appear asking if you wish to delete the preferences file.

Thanks so much for this forum. I had been trying all day to resolve this. I had to do more than just rename the Adobe Photoshop CS Prefs.psp file and/or reinstall. I had tried uninstalling and reinstalling the software and that did not resolve my problem. Here is the directory where I found my psp files. I ended up renaming all of the psp files with OLD at end and that finally resolved my issue.
C:\Users\Donna\AppData\Roaming\Adobe\Photoshop\8.0\Adobe Photoshop CS Settings
Yeah!!!!!!!!! I hope this helps someone.
